Greedy Texas Cities Rush To Extend Camera Contracts Ahead Of The State’s Red Light Camera Bans

Twelve years after first broaching the subject, the Texas legislature has finally killed red light cameras. This follows years of fraud, corruption, and contractual language negating prior ban attempts. The Newspaper reports on the good news, which unfortunately comes with some bad news. The supermajority vote means the bill can’t be vetoed by the governor, but some cities have managed to grandfather in their resident-screwing cameras.

The majority of red light camera programs in the Lone Star State will be shut down under legislation that cleared the Texas legislature on Friday. By a vote of 23 to 8, the state Senate approved the partial ban on automated ticketing that had sailed through the House with a vote of 109 to 34. Because it passed with supermajority support, the bill becomes law upon being signed by Governor Greg Abbott (R), who made getting rid of cameras part of his campaign platform.

Most, but not all, of 37 cities running red light cameras would lose the ability to approve $75 photo citations issued by private, for-profit companies. Cities that have clauses that allow for early termination of their photo ticketing contract in the event of adverse state legislation must pull the plug immediately. Cities that struck the escape clause in anticipation of the legislature’s move can continue using the cameras until the contract expires — many of the deals have been extended for twenty years or more.

Arlington is one the cities that has decided to screw its residents porn-style, going at them from multiple angles.

When the bill passed, city legislators unanimously voted to extend its contract with American Traffic Solutions from five years to twenty years. This move will give residents less protection from traffic cams’ perverse incentives than residents living elsewhere in the state. It also means they’ll be paying more tax dollars for this dubious privilege, as there will be no reason for ATS to maintain competitive pricing for the next couple of decades. Nor will it feel any pressure to improve its tech, which has performed poorly enough to result in millions of dollars of refunds.

The good news is these cities will have to deal with the state Attorney General if they want to continue utilizing traffic enforcement measures the state has banned. Tickets from red light cameras in the cities that opted for extended revenue generation rather than compliance with the law are going to have a hard time collecting on unpaid tickets. The law prohibits the DMV from blocking vehicle registrations and license renewals for unpaid tickets. The problem is drivers may not be aware of the ban and will continue to pay fines when they’re not legally required to.

Cities that have opted for further resident-screwing will face increased activism efforts that will fill the gaps in the Attorney General’s enforcement.

Jurisdictions that attempt to defy the legislature will have to take on state attorney general Ken Paxton, who is tasked by the bill with enforcing the shutdown. Byron Schirmbeck, state coordinator for Texas Campaign for Liberty, says his group will also hold cities to account.

“Fortunately the remaining camera sanctuary cities will no longer be able to block registrations for unpaid tickets making them completely optional,” Schirmbeck told TheNewspaper. “The cities that do have to shut down their programs are also not allowed to pursue outstanding tickets and all existing registration holds will be removed. We will consider petition efforts and an increased trash your ticket campaign to go after those that choose to operate camera programs after the ban.”

While it’s always tough to watch a revenue stream dry up, the fact is traffic cameras do little more than generate unearned revenue. They don’t make drivers safer or encourage better driving. But that was never the goal. Revenue generation was the endgame. Fortunately for most Texans, the state has realized this money is no longer worth pursuing.

Republican Wins Texas District Held By Democrats For 139 Years

A Texas senate seat flipped from democrat to republican this week for the first time in 139 years.  Republican Pete Flores, a former game warden, defeated former Democratic Congressman Pete Gallego in a senate district covering around 800,000 border residents.  Because the district is 73 percent African-American and Hispanic, the republican victory has gained a little bit of attention [SEE HERE].

Many of the articles citing the republican victory point to the strong campaigning by Pete Flores, and then jump to highlight the possibilities represented by this large district victory.  All of that is true.  However, the one important aspect missing within all political analysis is a failure to recognize that Latino votes are *not* monolithic.

A Puerto Rican Hispanic is to a Mexican Hispanic as a New Yorker is to a Montanan.  While it is true culturally the Puerto Rican base is favorable to democrats, the South American and Cuban vote is not politically analogous.  Nor is the Mexican voting bloc identifiable with either PR, Cuban or South American. Each group is NOT interchangeable; and each group has its own cultures and identities that are not in line with Democrat Socialism – actually, far from it.

Go to a Mexican quinceanera celebration and you will not find a hot-bed of purple-haired activists railing against ‘toxic-masculinity’.  Exactly the opposite is true. The role of a strong male head-of-household, and protector, is ingrained within the culture.  When Donald Trump first began campaigning, we pointed out the Latino cultural connection to his message based on strength, national pride and ‘the patròne effect‘.

California Is Exporting Its Poor To Texas

California exports more than commodities such as movies, new technologies and produce. As The Sacramento Bee reports, it also exports truck drivers, cooks and cashiers.

Every year from 2000 through 2015, more people left California than moved in from other states. This migration was not spread evenly across all income groups, a Sacramento Bee review of U.S. Census Bureau data found. The people leaving tend to be relatively poor, and many lack college degrees. Move higher up the income spectrum, and slightly more people are coming than going. About 2.5 million people living close to the official poverty line left California for other states from 2005 through 2015, while 1.7 million people at that income level moved in from other states – for a net loss of 800,000. During the same period, the state experienced a net gain of about 20,000 residents earning at least five times the poverty rate – or $100,000 for a family of three.

“There was really nothing left for me in California,” said Kundurazieff, who also writes a blog about his cats. “The cost of living was high. The rent was high. The job market was debatable.”

Not surprisingly, the state’s exodus of poor people is notable in Los Angeles and San Francisco counties, which combined experienced a net loss of 250,000 such residents from 2005 through 2015.

The leading destination for those leaving California is Texas, with about 293,000 economically disadvantaged residents leaving and about 137,000 coming for a net loss of 156,000 from 2005 through 2015. Next up are states surrounding California; in order, Arizona, Nevada and Oregon.

Losing impoverished residents to other states is better for the state’s economy than losing wealthy residents, some experts said. But they said the migration itself is a symptom of deeper social problems largely related to how expensive California has become.

“Why are people leaving? Economic reasons, the high cost of living, are certainly a part of it,” said Hans Johnson, senior fellow at the nonpartisan Public Policy Institute of California. “For those people (near the poverty line), California is not viable.”

By some measures, California has the highest poverty rate in the nation.

And as more and more residents leave, the burden to fund the state’s welfare exuberance will fall more and more on the wealthier (that actually pay taxes). Rather than secession, perhaps it’s time for the wealthy to join ‘the poor’ exodus and beat the crowd out of California…

Remember when top professional golfer, Phil Michelson created quite a stir complaining about California taxes, while putting his home up for sale? He would have been better off staying quiet about his reasons. California Political Review reports:

“Tiger Woods moved from Orange County, California to Orange County, Florida. In the first year of that move, he saved $13 million in taxes. Is it worth $13 million a year taken by government to live in California? Woods said no. Now it looks like Phil Michelson is about to make the same decision. He earns $60 million a year-he would save north of $5 million a year to move to a free State, like Florida or Texas.”

And as Dennis Miller previously noted, the election of President Trump sent shock waves through much of the political class. Many public union pensions are woefully underfunded. They donated millions to Hillary Clinton’s election campaign and expected federal bailouts. They knew they could count on Mrs. Clinton; she has a great track record of rewarding her political donors. Today no one knows what the new administration will do.

In the meantime, the scramble is on. The politicians in states that have been heavily supporting Paul have a huge base, not because they have won over the hearts and minds of Peter; but rather because the working class got tired of being fleeced and left. The politicos have to find ways to make good on all their free programs. Cutting benefits will cause citizens to storm the palace. They must find ways to generate more revenue.

Brian Daniels warns us, The Growing Specter of State “Exit Taxes” as Residents Abandon High-Tax States:

“To be clear, it is not legal for states to charge a true exit tax on citizens changing their residency from one state to another (this is not the case for the federal government, which does charge a large exit tax).

So what do high-tax states do to try and prevent their residents from moving their legal residence to low- or no-tax states? In a word, they audit them.”

When a taxpayer is audited, the agency issues an assessment for unpaid taxes. It’s not “innocent until proven guilty.” You must prove they are wrong or the assessment stands.

Once you intend to leave you are of no value to the politicos. Most people do not have the means to go to court. For some, it becomes a government shakedown to extract as much wealth as they can on your way out the door.

Californians Comprise Largest Number of New Texas Transplants

A new report by the Texas Association of Realtors reveals that Californians continue to move to the Lone Star State en masse, accounting for the largest number of new residents that hail from other states.

The 2017 Texas Relocation Report shows, in 2015, Texas added 553,032 new people. The most transplants came from California (65,546), followed by Florida (33,670), Louisiana (31,044), New York (26,287), and Oklahoma (25,555).

“The diverse job opportunities and high quality of life in Texas continue to drive in-state and out-of-state migration to Texas cities and counties, both big and small,” said Vicki Fullerton, 2017 chairman of the Texas Association of Realtors, in a press release. “This is the third consecutive year that Texas has gained more than 500,000 new residents from out of state.”

In the report, Texas ranked second among states to add new residents via domestic migration in 2015 after factoring in outflow. Although over a half million people relocated to Texas, 445,343 left. This means the out-of-state net gain of residents was 107,689. In 2014, it was 103,465. Both years, more people entered than exited and the Texas realtors said the state bested its 2014 net gain by 4 percent.

By comparison, California lost more residents than it gained — 643,710 packed up and went elsewhere, while 514,477 moved to the Golden State.

Don’t Be Distracted by the Election, This Is Your Main Danger

UWEX 16 will dominate our headlines come mid-November, at the latest. To some extent, the GOP Primary, as important as it is, is serving as a distraction for a much serious situation that is unfolding in Texas. It involves preparations for mass FEMA camp incarcerations, the use of slave labor in the camps and the engagement of rogue American military units identified as hostile by this current administration.

Very Few Are Paying Attention

This is the story that will get no traction. Last fall, I wrote about Jade Helm 16 and how it was going to be a more dire continuation of Jade Helm 15. In late January/early February of 2016, I wrote with great specificity regarding emerging details of Jade Helm 16, now known as Unconventional Warfare Exercise 16 (UWEX 16)-(aka Jade Helm 16). Very few took notice.

In the first week of February, I published several documents pertaining to UWEX 16, including the following advertisement for “role players” in this “drill”:

The reader can see that the drill apparently, at least in part, kicks off at Camp Bullis, TX., on March 21 following a preliminary set of activities.

I have received several very similar emails in the past 8 weeks which, in part tells us why we should be concerned with UWEX 16.

Thanks for your coverage last year of Jade Helm 15. Although I didn’t realize it then, we have a lot to be afraid of when it comes to Jade 2 or UWEX as they are calling the next phase of Jade Helm 15. 

I have a family member who is serving in Special Operations. We recently met with him for lunch and he was as white as a ghost. He told us that he is expected to “extract domestic terrorists and take them to an impromptu detention facility. At the facility, they are expected to train foreign troops to take over the detention of the prisoners. This is what you wrote about last summer about the Army Reserves in Michigan. His best friend is training for guerrilla warfare inside of Texas. Is JH2 going to be what all of us were afraid was happening in Jade Helm 15?

Please do not publish my name or email address.

It is clear that this above email is talking about FEMA camp activation with foreign troop involvement. A deep-cover source connected to Paul Martin is reporting the same thing. This scenario is very consistent with the Resettlement Army documents released in 2014.

I also received this email on Friday, Feb. 5, 2016, not too long after my release of the UWEX documents.

To the staff of The Common sense show:

My cousin is deployed in Army Spec. Ops at Ft. Bragg. He is going to be expected to take part in guerrilla warfare drills against rogue military forces. After arriving at Ft. Bragg, he was still permitted to leave the base. We live in Texas and drove to meet him. When we went to lunch. he had all of use leave our cell phones in the car and we walked a block to eat dinner.  He said that they were beginning to receive briefings about taking on rogue military units in a guerrilla war scenario.  He assumes they are American military units, but they were not told that when he was presented with their newly created training specs.

He has a role in this exercise, but I will not reveal the nature, as we do not identify him. He said he is being moved from one base to another base that has not yet been identified. He suspects that it is in the area because their deployment gear remains the same. He told us that he fears the drill could go live for many reasons…

Most recently, following an interview with Mike Adams, on March 13, 2016, I received several emails regarding UWEX 16 including the following:

Hi Dave.

I just had a opportunity to hear your interview with Mike Adams. When you spoke about the military drills soon to begin here in Texas my ears pricked up. I live just a few miles down the road from Fort Hood. It is in Killeen and I’m in Lampasas, Texas. I am a nurse and work 10-6 at night in a local nursing home. This morning another nurse informed me that about 1,000 (one thousand) soldiers from Fort Hood are being sent out of the area on assignment. I asked her if she knew where they were going. She didn’t have any idea but it sure sounds suspicious in light
of everything else going on. Just thought you might be interested. Thanks for all the great work you and all the watchmen do! God bless you, your family and Katy.

Again, a deep cover source close to Paul Martin has said the same. Also, Gary Franchi of Next News Network has released the following video on UWEX 16.

t is very clear that various aspects of FM 39.4, of the Army Resettlement documents are very clearly associated with UWEX 16 in terms of how this playing out.

As was the case with the NAZIS, slave labor will be a part of the landscape as evidenced by the following Army document.

What lies below is more proof that it will be foreign troops killing American citizens, not American soldiers who cannot be counted on to violate their oath to the Constitution.

Soldiers and Marines who are assigned training missions receive a course of preparation to deal with the specific requirements of developing the target HN confinement officers (i.e. foreign detention officers). The course should emphasize the cultural background of the HN, introduce its language (to include specific confinement-related terms and phrases) and provide insights into cultural tips for developing a good rapport with HN personnel.

It is amazing that some still continue to deny the presence of foreign troops on American soil.

It is clear that UWEX 16 will, in part, include slave labor as part of the forced incarceration of what presumably will be millions of Americans.  Further, Executive Order 13603, also calls for slave labor in the camps. Let remind the reader that Jade Helm 15 was primarily about dissident extraction and incarceration, hence the use of special forces as opposed to conventional forces.

UWEX 16 is about (1) dissident extraction (2) the quelling of any domestic civil unrest and (3) the obliteration of any American military unit that is not on board and opposes the subjugation of millions of American citizens.

What Does It All Mean?

The establishment of the GOP would rather destroy their own party than give up the gravy train brought to them through the free trade agreements. If it appears that Trump will be the next President, the plug will undoubtedly be pulled. The GOP leadership will be damned if they are going to give up their strangle hold on this country. They will not only ruin the Republican Party, they will collapse the country.

I think a massive false flag upon the Republican Convention remains a real possibility. This would leave the GOP in a mess and from two scenarios emerge as distinct possibilities:

  • Obama will declare martial law and never leave office and there will be no November election.
  • Hillary Clinton will be championed by the media as a unifying force and she will assume control of the Presidency.

On even a more disturbing note, these events are not confined to Texas and this will be concerned with events unfolding across the country in several locations. This is currently under investigation.

So it begins here: U.S. city ‘overrun’ with criminal refugees

More than 120 people braved the snow and ice Monday to rally in front of the Missoula County Courthouse, protesting an effort by the Obama administration and its army of community organizers to plant foreign “refugees” into small cities in western Montana.

One of the speakers was a woman who moved recently to Montana from Amarillo, Texas, which has been inundated with thousands of refugees over the past 15 years.

“Amarillo is overrun with refugees,” said Karen Sherman, who stood and spoke to the crowd amid blowing wind and falling snowflakes. Sherman just moved to Missoula, a college town that serves as home to the University of Montana.

It’s a far cry from Amarillo, which she described as a city of rampant crime and cracking social fabric, thanks to the heavy influx of refugees sent there by the U.S. State Department in cooperation with the United Nations.

“Our city is failing because of the refugees. We have 22 different languages spoken in our schools. We’ve got 42 languages being fielded by our 9-1-1 call centers, and crime is just through the roof. We need to exercise caution, especially for the sake of our children,” she said.

The protesters carried signs that read, “Christian Refugees 2 Christian Nations, Muslim Refugees 2 Muslim Nations, That’s Only Fair,” and “Refugee Resettlement Means Big $$$$$ – No Accountability.”

Sherman said Amarillo, a city of just more than 200,000 people, has gang violence that has surpassed that of much larger Texas cities such as Fort Worth. She fears U.S. cities like Amarillo and Minneapolis, Minnesota, could be in line to become the next Rotherham, England, or Cologne, Germany, or Stockholm, Sweden, where mass rapes by Muslim men have gained much attention in Europe.

Touching off a rape epidemic

Amarillo was recently named the fifth most dangerous city in Texas, according to FBI crime statistics, up from sixth last year. And it has been nationally recognized as having one of the highest rates of rape in the nation.

That’s a dubious distinction that Sherman believes is tied to the high number of Muslim refugees shipped there by the U.S. government.

“The rape epidemic in this world is becoming pandemic. It’s not confined to one location. Fifteen years ago in Norway, rape was unheard of. Now it’s an epidemic,” Sherman said. “The perpetrators are 100 percent Muslim males. In Sweden, rape has gone up by 500 percent. Stockholm recently had the dubious honor of opening their very first rape center for men and boys.”

In the northern U.K. city of Rotherham, more than 1,400 children have been beaten, raped and trafficked in a well-documented turn of events that has gone largely unreported in the U.S.

“It was covered up by the local government for fear of being viewed as racist. This only came to light because a journalist decided we needed to know about that, not the government,” she said, referring to the rape scandal that unraveled in England in 2014, when it was revealed by media that gangs of mostly Pakistani men had been sexually assaulting English girls for years while police covered it up for fear of being perceived as “anti-Muslim.”

“You can have female equality, or you can have refugees. You cannot have both,” Sherman said.

Too late to save Texas?

Texas Gov. Greg Abbott has called for a stop to the influx of refugees, but it’s too late, she said. The program continues unabated because, if even one refugee is present in the U.S., he is entitled under current law to bring in his entire extended family.

“It’s called family reunification,” Sherman said.

She said America, founded on Judeo-Christian principles of tolerance and respect for one’s fellow man, should not expect people from Third World cultures to share those values.

“If people don’t choose to follow the law, you cannot hire enough police officers,” she said.

“Whether you believe (in the Judeo-Christian God) or not, your values and your principles were influenced by that. Now we’re asking that these people come here, who have been taught for thousands of years of violence and hatred, and we’re expecting them to come here and assimilate to our way of life,” Sherman told the crowd gathered in Missoula. “This is a dangerous and foolish expectation.”

Amarillo has received 5,251 foreign refugees since January 2002, according to the federal refugee database. That’s more than half of the nearly 8,000 refugees sent to Texas during that period.

President Obama has  increased the number of foreign refugees bound for American soil in fiscal 2016 to 85,000. That’s a 20 percent increase over the previous year, and 10,000 will come from the jihadist hotbed of Syria.

WND reported last week that two groups are working to resettle Syrian refugees in Montana. One group, WorldMontana, is working in Helena and the other, Soft Landing Missoula, is working in Missoula.

Caroline Solomon drove more than 100 miles to Missoula Monday from her home in Big Fork, Montana, to participate in the rally.

“About four people (from her group) didn’t make it because of weather, but we think there were about 125 people on our side and about six with signs calling us ‘racists,'” she said.

Softening up the soil

Soft Landing Missoula is working with city and county officials to bring Third World refugees to Montana while the state’s Act For America chapter and other activists are trying to stop that from happening. Soft Landing, like most of the non-governmental organizations working with the government to plant refugees into U.S. cities, is working with churches and faith-based groups behind the scenes to create an atmosphere that is more “welcoming” of refugees.

Many of the community organizers have received training or consultation from David Lubell’s Welcoming America organization, which was started with seed money from billionaire George Soros. Lubell is a close adviser to President Obama’s “New Americans” initiative, which seeks to convert millions of refugees and recent immigrants into U.S. citizens with full voting privileges.

The modus operandi used by resettlement agencies usually involves sending a handful of refugees at first and then gradually increasing the influx to hundreds per year.

Mary Poole, who represents Soft Landing, Missoula, told KGVO News Radio that many immigrants have settled in Missoula over the past 30 years. She compared the mostly Middle Eastern migrants from Muslim countries like Syria, Afghanistan and Iraq to the Hmong refugees fleeing communist Vietnam in the late 1970s and early ’80s.

“We’ve successfully resettled a Hmong community, as well as Belorussians and Ukrainians, who are now members of our community and part of the fabric of Missoula,” Poole told KGVO. “We’re just working on revamping the infrastructure that has already existed here.”

But according to the federal database, the state of Montana has not received any refugees since 2008, and only 61 have been sent there since the Sept. 11, 2001, terrorist attacks.

Other small towns in the West have similarly struggled to oppose the plans of urban elites to import what they see as the problems of the Third World into their communities.

In Sandpoint, Idaho, City Council members voted last Wednesday to withdraw a resolution supporting refugee resettlement, bringing an end to a heated, month-long debate over whether that was a wise move. It had the full backing of Sandpoint Mayor Shelby Rognstad.

Cheers erupted from the audience when the newly elected Sandpoint mayor capitulated, asking the council to withdraw his resolution from consideration. His resolution was meant to counter statements from county commissioners and the local sheriff opposing the refugees. Rognstad said his resolution was intended to restate Sandpoint’s commitments to “human rights.”

“This resolution has only served to divide us and this community,” said Rognstad, as he requested the withdrawal. “That saddens me.”

But others see the situation in reverse. They see nonprofits and NGOs, often flush with government grant money, coming in and stirring up controversy within their once-peaceful communities.

In Twin Falls, Idaho, Chobani opened the world’s largest yogurt factory and gave 30 percent of the 600 jobs to foreign refugees, and the federal government has plans to send 300 more refugees, this time from Syria, to the Twin Falls area. That touched off a backlash from a group called 3 Percent of Idaho, which organized a protest at the Idaho Statehouse in late November that attracted more than 1,000 people from both sides of the issue.

If the past record is any indication, the groups seeking to bring Third World refugees to small town America will not be easily chased off by people with signs.

In fact, the pro-refugee Hebrew Immigrant Aid Society, put together a field manual in 2013 on how to deal with “pockets of resistance” in the American heartland. One of the strategies in that manual is to research the backgrounds of resistors and identify them as “anti-Muslim” racists.

A WND report from May 2015 exposed the HIAS strategy to deride and intimidate any politician or activist who opposes the refuge industry’s agenda to change the demographics of a town.

The HIAS report, titled “Resettlement at Risk: Meeting Emerging Challenges to Refugee Resettlement in Local Communities,” calls for “new tools to fight back against a determined legislator or governor who has decided to challenge resettlement for political or other reasons.”

Texas Secession Resolution Passes GOP Committee

Non-binding independence measure headed for full-party vote Saturday

The Lone Star State will find out on Saturday just how eager its Republicans are to reconstitute the Republic of Texas.

A state GOP committee in Austin passed a secession resolution on Friday that will require a full-party vote on Saturday. The non-binding measure would gauge the desire among state Republicans to secede.

“If the federal government continues to disregard the constitution and the sovereignty of the State of Texas, the State of Texas should reassert its status as an independent nation,” the measure reads, the Chronicle reported Friday.

State Republican Executive Committee member Tanya Robertson of Galveston and Brazoria counties introduced the resolution due to constituents’ demands.

A Declaration of Independence from Mexico was issued March 1, 1836, to found the Republic of Texas. Sam Houston was subsequently elected president and general of the Texas army, which would then take on Mexico’s Gen. Antonio Lopez de Santa Anna.

“Let’s make their victory worse than a defeat,” Texas Col. William B. Travis said of Santa Anna’s 4,000-man army as they approached the Alamo in San Antonio, historian Larry Schweikart writes in “A Patriot’s History of the United States.” Texas would eventually go on to join the Union on Dec. 29, 1845.

If the SREC approves the secession resolution on Saturday, then it will appear on the March 1, 2016, Republican primary ballot.

The Chronicle managed to interview 13 of 40 members of the SREC this week. Six members supported a vote on independence, six opposed, and one declined to comment.

The U.S. Supreme Court ruled in 1861 that secession is illegal, and Supreme Court Justice Antonin Scalia wrote to a citizen on the issue in 2006, “If there was any constitutional issue resolved by the Civil War, it is that there is no right to secede. (Hence, in the Pledge of Allegiance, ‘one Nation, indivisible.’),” the Wall Street Journal reported.

Pro-secession Texans would likely prepare its citizens for the federal government’s reaction by citing the Declaration of Independence, signed July 4, 1776.

“Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn that mankind are more disposed to suffer, while evils are sufferable than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.”
